T-Rex Solutions: Cloud Migration for Federal Agencies

Federal agencies are at an inflection point, ready to unlock the unprecedented opportunity to migrate, enhance, or replace legacy systems that have reached an innovation impasse. As government CIOs mull over their prospects in the cloud and take advantage of IT modernization efforts, they are often under the misconception that everything will benefit from running in the cloud. “Cloud is not always the right answer,” begins Seth Moore, president and CEO, T-Rex Solutions. A proven GovCon executive with nearly 20 years of financial and operational management experience, Moore knows what it takes to implement large and complex mission-critical IT programs in the government sector. “The challenge for government agencies is to identify how to fund IT modernization. Up to 80 percent of IT funding is devoted to operations and maintenance activities. Agencies have to determine how to fund IT modernization while they still maintain their legacy infrastructure,” he adds.

T-Rex Solutions, the coming together of talented IT professionals and subject matter experts, is changing the industry narrative. As a dominant force in government IT modernization, the company specializes in systems integration and development, cloud adoption and infrastructure optimization, cybersecurity, data engineering and analytics, and mission-critical services.

“Our growth is driven by opportunities in the government technology marketplace. We have not just experienced tremendous growth in the last three years but have also become the fourth largest cloud contractor in the government sector. We assist customers in implementing their IT modernization efforts by building an enterprise roadmap that helps prioritize which applications and systems are cloud ready versus those that must be re-platformed or re-hosted first,” says Moore. “We have developed expertise in systems integration and engineering, business and systems assessment, architecture, design, implementation, performance engineering, Level 1, 2, 3 call center support, and implementation of operation centers for security and network, including cutting-edge cyber-defense capabilities and data analytics. Very few companies can deliver so many solutions on a single program.”

T-Rex has refined the approach to modernization, which starts with an understanding of a customer’s mission. The IT modernization efforts involve a discovery phase at the outset to determine the apps and systems the customer is supporting, the infrastructure they are hosted on, along with identifying which apps are best suited to a cloud environment. “In certain cases, customers are using a mix of applications and systems, some of which work better in an on-premise environment.

In such circumstances, agencies can re-host applications that are ready to move to the cloud along with maintaining an on-premise footprint with applications that cannot be moved,” he explains.

We assist customers in implementing their IT modernization efforts and build an enterprise roadmap that can help them prioritize the applications and systems to be moved to the cloud

T-Rex sees ample opportunity in the cloud computing marketplace by aiding in the evaluation of solutions and commercial technologies available and identifying the approach that best meets customer requirements. “With the customer’s business objective in mind, we carry out application rationalization by determining where functional redundancies exist, and how best to achieve economies through rehosting, refactoring, retiring, retaining, or repurchase,” mentions Moore. The comprehensive T-Rex solution set enables customers to improve performance, reduce costs, maximize their ROI, and mitigate risks.

In an ambitious bid to stay ahead of the curve, T-Rex aligns with recent legislative and regulatory changes in the government cloud marketplace, like the federal information technology acquisition reform act (FITARA). “Other organizations see these regulatory opportunities, but we have been one of the first to execute a full suite of such services at an enterprise level,” says Moore. The company advocates the adoption of the President’s Cloud Smart Strategy to capitalize on lessons learned in the work it has already performed, and aid customers in achieving an optimal cloud solution, taking advantage of cost and performance efficiencies available through the cloud while maintaining an on-premise footprint where it makes sense.

With the market for federal IT transformation at an early stage, the need to migrate customer data and applications to the cloud is becoming more and more common. Missions with taxing schedules and highly elastic demand translate to frequent peaks-and-valleys when it comes to data collection and storage, along with robust data analytic requirements—often during a compressed time period. These are precisely the type of customers and missions that T-Rex is accustomed to providing solutions for. Such agencies, like the IRS, FEMA, VA, HHS, DHS and NOAA, have missions that require hyper-elastic data storage and compute requirements, which make them prime candidates for T-Rex’s enterprise solution.
